Police Official Car "Law Proof"?

Last few years, my car was Issued with Notice Of Offence by police traffic officer(generally known as summon. "Notice Of Offence" issued by traffic officer is not a summon yet, summon only can be issued by court) because he said my car parking next to the yellow line. Yes, I park my car next to the yellow line, but outside the yellow line. Mean that my car park on the grass beside the road with yellow line on both side. I dont think that is an offence. If I park my car inside the yellow line or on it, that is an offence I think. I explain this issue to the officer at the traffic department, but still they ask me to pay for it. Then I pay for it because I dont have enough money and time to fight it in the court for just of RM30 ONLY..

Then last week, I spoted one police official car parking illegally then luckly i got my digital camera inside my arm rest. This is what I got for you..

 Offence
1. Park at the yellow line
2. Against the traffic flow
3. Unreadable registration flat number (missing number, no need for me to sensored)
4. Of cause, traffic obstruction

This picture was taken around 5.10pm infront of the Police Sentral Miri, Sarawak, my car stuck in jamm for almost 10 minutes there. If this car broken, I din't see any flashing hazard light, or at least driver/passanger inside and any Notice Of Offence slipped to the wiper either issue by MBM (Majlis Bandaraya Miri) parking attendance or by police traffic itself. Is this mean that police official car is a law proof? The driver of this car should know better than pulbic that they cannot park at the yellow line, especially at narrow road like this!

You know what will happen if I park my car infront of this car? Of cause my car will be issue with issued with Notice Of Offence, but will this car issued also? Yes, this official car will be issued also because a lot of people see this situation and they will say "public car summoned, but not police official car". Then I have to take out my money  to pay it because it is my fault, but I dont think the driver of this police official car will pay his summon. Because they can easily cancell the summon by just giving it back to the police traffic department, a lot of their friends there. That is the FACT..Can I do that also?

This issue highlited just for an improvement toward a better image of Royal Malysian Police  and goverment department as well.
